This homeowner needs better legal advice. He needs to find an eminent domain attorney to file an inverse condemnation lawsuit against the water district.
I know someone whose parent owns a home in NY and one in CT. The insurance company has refused the claim on each house (one is fire, the other is water). Lawyers are now involved.
Here in CA, due to the claimed "wildfires", the insurance companies will not provide fire insurance. This means that a buyer must get insurance for everything else and a policy with the state of California specifically for fire. The costs are high.
Have you heard of a few people who are investigating some fires and are stating that the fires are plasma fires?
But... if the Soviet Californicate steals money from people to insure them, are THEY providing the insurance or just going to the insurance companies that said that they will not provide insurance?

Directed energy weapons (DEWs) use directed energy, such as lasers or microwaves, to create an effect. DEWs have several advantages over conventional weapons, including being discreet, having a precise aim, and being able to extend the range to line-of-sight.
My guess is that you can’t catch multiple homes/cars on fire simultaneously using a direct energy weapon (plane or satellite) unless it’s a freaking legion of them. So, it seems more likely that the electrical assault is coming from the ground which contains water, heavy metals from the chem sky, perfect conductors. And not only are the homes simultaneously catching fire but they’re burning from the inside out. Homes and cars have metal wires. Embers are blamed but none seem to catch the trees on fire….notice the past fires burnt homes, cars, metal railings fences but the wildfires left the trees, shrubs and even grass or wood fence poles and plastic toys, hmmmmm

HAARP has multiple arrays around the world to extend geographic coverage and triangulate, however it can bounce signals off of the ionosphere to get even farther without enlisting the aid of an array that is closer to the target. I would imagine that they might have 'orbital' reflectors or are able to 'bounce' beams from the DEW in a similar way.
Not to mention the possibility that they have a reflector of some sort in front of the sun, so they rumor. I’m a sun gazer and love sun bathing daily and it does seem different, it’s really hot earlier and it’s very white. And the reflector corners sometimes can be seen in photos. There’s a little bubble reflection that pics show as well and could possibly be the sun showing through the center, like a magnifying glass? Chemtrails and 5G cell towers loaded with military weaponry can send frequencies straight, wide and bend. F’ing maniacs!

We used to say: Imagine what They could have done with their tech, stolen money, and power if they just did the right thing?
